Project of 2011 consists of three subprojects. The first subproject is assisting local government in executing their duty of municipal waste landfills, by investigating background data and management condition of landfills. The second subproject is enhancing performance of pubic municipal waste landfill management by inspecting their operating or maintaining work, in this subproject, we sampling and analyzing groundwater quality from 20 monitoring wells among 10 landfill sites, items includes Cl-, Hardness, TOC, and heavy metal (Cd, Pb, Cu, Cr). Third subproject is for the “Landfill excavation and activated reuse”, mining landfill sites could retrieve recyclable materials to generate revenue and reclaim capacity for future burial. The SEA results revealed that though the environmental impact during the mining process would be significant, by taking prevention actions, the impacts could be reduced. Landfill mining could be used to achieve a range of objectives such as remediate the potential contaminants, retrieve recyclable materials, increase the existing landfill capacity and eliminate the difficult process of siting a new landfill. Under the first subproject, we completed background information investigation of 415 landfills. The result shows that HsinChu County and YiLan County should consider shortage the residual capacities of landfills. Obviously visible problems of pollution prevented facilities are damaged waterproof liner, gas collecting pipe and groundwater monitor well, as the supervisor of the landfill, the environment protection bureau should take responsible to improve these problems and help to set up records to control and enhance landfill management.Under the second subproject, the analyzing result of 20 groundwater samples showed that the pollution monitoring criterion, mostly were the Cl-（45%), Hardness(40%), TOC(10%) and Pb(10%).Under the third subproject, As a result, landfill mining and reclamation offers more advantages than keeping the original landfills, which made this policy practical.
